So i've got this problem. The lines appear everywhere when a game is running. (going to the desktop when running minecraft. Also ingame and VSYNC doesnt affect it.)
I know how Horizontal tearing looks (yay 4 Rage), and this isnt the same. It isnt just one line, it looks like the gamma/brightness is messed up in the lines.
Specs:
Sapphire Radeon HD7950 3G, not OC'ed
Latest Drivers (Just checked
32-bit windows 7, SP1
Symptoms:
Horizontal lines vertically moving over the screen, looks like the gamma/brightness is messed up in the lines. It happens whenever a game is running. (as stated before)

Only 4 Gb RAM, and my CPU sucks balls (this caused 0 increase in fps when i upgraded from my 5770, which didnt have this problem). Its a Intel i5-680 3,6Ghz Dualcore, also 32-bit.
I figured this problem might be caused because my system is 32-bit or because of my cpu bottlenecking hard. If it is a hardware problem with my card i can still return it, which might not be possible when i get a new mobo+cpu.
Recently reinstalled Windows because I ***** up my HDD config, so clear of virusses. The problem appeared before that. Have had some other problems regarding hardware but those have all been fixed.
When I first bought my cpu, it had a 3dmark score of 10,5k. Now, it has 6,5K. Could this mean its getting old and preventing other parts to work properly?
