I had purchased an HP Pavilion Slimline S5704Y two years ago. This system has an ATI Radeon 3000 integrated graphics. It originally had Windows 7(64bit) installed, but I upgraded to Windows 8(64bit). So, now I have a black border around the entire screen. I've verified that the screen resolution on the TV and computer is set to 1920x1080. The AMD Catalyst Manager does not have the display options, only the CPU options. Is there a solution to this issue, or should I leave Windows 7 installed?

You should leave Windows 7 installed.

Wait until HP releases their own driver for Win8, personally, I prefer Win8, not for the looks, but I think, under the hood it's a much better, more efficient OS. If you need to transition to the "start" screen, then goto stardock, download Start8 ($5 IIRC), restores the start button. best $5 I ever spent.

 

Anyway, I've always had better luck with laptop drivers being from the laptop manufacturer. and while yours isn't a laptop persay, it's a laptop in a desktops body.
