I've been hearing more noise from the fan of my card lately and I'd like to get inside to give it a thorough cleaning, but I cannot determine how I would remove the case in order to do so. I've blown air into it to no avail. How would one go about removing it, is such a thing is even possible? Thanks.

Yep its possible. Quality video cards from quality manufacturers can be completely disassembled and put back together with no issue's. As long as the party involved understands the basic order they took it apart in.

Any notion how I might get the cover off this thing?

Take out the screws carefully and remove the shroud. They will come through the bottom, as well as those two black screws on the bracket.
