specs and such first. 

CPU:AMD FX-8150

Board:Gigabyte 970a-ud3

RAM:Corsair DDR3 1600Mhz 16Gb XMS3

PSU: 650w Antec earthwatts80

Graphics: XFX HD7970

Catalyst 13.4

1x 1920x1080Native Monitor connect through HDMI, although thinking of trying the DVI.

Windows 7 x64

My screen flickers...its always the same even though it happens slightly random under certain conditions. First it only happens with my 7970 not my 5770's any PC I put it in flickers but the randomness of it changes.

(one random flicker, never back to back flickers) They happen when some websites or programs are open. Never happens durring any 3d games thus far. Never happens when on the desktop with no programs running. It seems to happen with Websites and programs that use Flash. It is becoming very annoying. Any suggestions or help would be appreciated. Thank you

Yes...disable hardware acceleration...you don't need it. In IE, goto  tools, internet options, advanced..and choose software acceleration. Firefox has the same option under options > general.

Thats one of the first things I tried. But re-checked and it is still off.
