@ TST -I suppose Crysis 3 is pushing your card more than other games, which may be the only explination for it being the only time you hear the whine.
The psu would not cause capicitor or coil whine on the graphics card, but psu's can have the same porblem.
Far as I know there is nothing that you can do about it that won't void your warranty. An RMA is the best option if it's bad.
With amplifiers and full size capacitors, having a 'bed' of silicone or similar between the base of the cap and pcb used to be a way of preventing the whine, which comes from high frequency vibrations eminating from the component. A drop of varnish or similar on open coils/chokes can sometimes help as well.
