I'm looking for a solution that I can make a second virtual monitor/screen if you using ati cards(hd6870).

I want this to use it with DCS A-10C with the app DCS iControl on my iPad. 

The Nvidia users can add a virtual monitor. I also can add a second virtual in windows but AMD Catalyst doesn't recognize it.

hmm.. well there is a robust method a dvi-vga adapter turned into a dummy plug by placing 3x 75 ohm resistors into the holes and then OS suddenly thinks you have a 1024x768 (you can actually force any resolution on) monitor connected , but on the software side I haven't heard of anything like this outside linux.
