Slow processor, old motherboard, most likely old power supply. I recommend you upgrade the entire system.

if i were to build a new rig, any suggestion for minimal spec (CPU, mobo, RAM & GPU) in order to meet below requirements:

  • Quad-core Intel or AMD CPU processor
  • 4GB System RAM
  • DirectX 9.0c compatible NVIDIA or AMD ATI video card with 1GB of RAM: Nvidia GeForce GTX 260 or higher; ATI Radeon HD 4890 or higher

Fairly trivial to reach those requirements these days.

You should first come up with some kind of budget.  The monitor resolution you want to play at is also very relevant.

Perhaps you should do some homework first. Read reviews and study benchmarks so you have some idea of what is being suggested before jumping into a new machine. Delayed gratification will yield results more satisfactory to you.

These 'recomended' system recomendations are not going to yield max settings, particulraly if you want to use the extra texture pack. While Skyrim is a somewhat cpu intensive game I can't imagine a GTX 260 being adequate. My GTX 560ti/Phenom2 965 will only just handle max settings with the extra textures @1920X1080.

So along with your budget define your expectations. No doubt you will want to play other games in future as well. Name a few titles. Do you want maximum eye candy or are you happy with basic settings and less than 1080p resolution ?

my monitor is Acer X173W with max res of 1440 x 900

my budget is less than $500.00

i don't have a very recent games on my steam account; e.g.: skyrim, unreal tournament 3, the witcher, crysis 2, chivalry: medieval warfare

 

so, to be able to have most eye candy on 1440 x 900 would be nice for a rig < $500.00

You know for 1440x900, I would be thinking perhaps an AMD A10 based APU system.

Here are the benchmarks for every card and approximate price. Find your present card and look at the ones that scored higher. Remember to check the power supply requirements of any card you are interested in...compared to the PS you have now. Benchmarks
