Issue Details
After upgrading from Win8.1 Preview to Win8.1 Pro RTM (direct from MS TechNet), my 3D games all are having the same issue where there are streaks of lines radiating out to the edge of the display from certain items such as other game characters, and some other objects. The lines flash and disappear constantly so the pictures I’ve provided don’t really show how disruptive they are.  I first noticed it before I installed the latest Catalyst drivers, so I was using the built-in Windows drivers and I figured it was because the drivers were not the latest version.  I installed the latest version and the problem continued.  I installed the previous version drivers from the AMD site (don’t remember the version number) and there was no improvement.  This happens consistently throughout all my games.

I’ve tried running at the complete lowest detail settings, with AA and VSync on/off, running in Windowed mode and at different resolutions, and on the secondary display.  Both sniper games crash to a full-screen white desktop when I try to adjust the AA settings in-game.  I can see a dialog box in the Taskbar only that says DirectX Error, but I cannot get any details or even view the dialog directly because the screen is all white.  I ran dxdiag and it finds no errors.  I’ve tried reinstalling DirectX from MS site but it says I already have a newer version.

The card temp and fan stay nominal and there is no card overclocking at all.

I run AVG Antivirus and MalwareByes Pro, there are no viruses.  This problem only started immediately after upgrading from Win8.1 Preview to Win8.1 RTM

After not getting any help from AMD, MSI or of course Microsoft, I was able to fully resolve my problem by getting an NVidia GTX 770.  Problem solved.

I had that issue too .. after I Found out it was the pci-e slot was not making good connections.. with the card . so I took a pencil eraser and cleaned the gold tabs and then wiped them down with alcohol.. put the card back in and walla no more tearing..
