60°C on a graphics card is nothing. Start worrying when you see temps of 90°C.

Also, you say you have Windows 7 32 bit, so you do not have 8GB RAM, you have less than 2GB as system RAM is mapped after VRAM.

I know that 60 degrees are fine, its in rest it isnt...

When I just open the computer I should have 35-45 degrees, no more

And yes, I know that 32Bit can have max 3.5 RAM, but im upgrading soon...

Not necessarily, the 7970 is a powerful video card, mine regularly hits 70°C even with the side panel open.

Without anything opend, you should have no more than 45 degrees.

Besides, that problem also affect my FPS

In battlefield 4 Singplayer for example, I have 100 FPS, but when I have this problem, it goes down to 30FPS and stay there.

Who says that under air cooling and a full load a HD 7970 should run at 45°C?

Check your system for viruses. Try to install antivirus and antimalware. I use ESET AV and Spybot Search & Destroy... If you have PC clean then you need place a new thin layer of cooling paste to your GPU.

I searched for Viruses, I have 0

Using Kaspersky....

And I dont need another Fan, because I have 3 that are cooling it+2 on the GPU it self, and another 1 for the case.

At the moment I am just using a normal size fan and I am pointing it on the case.

Its really helpful, I am now having like 39-56 degrees while playing Crysis 3\Battlefield 3 on high settings
