the game is completely unplayable with the R9 290 for me. I'm getting under 10fps with the game set to ultra, system specs are as follows

i5 4560k

16GB DDR3

Sapphire R9 290

64GB SSD

1TB WD Blue

650w psu antec

What I have tried, redownloading the entire game, complete windows reformat, drivers are the latest. I'm seriously considering RMA'ing the card and going back to the green side

WoW is not very demanding but try the game on lower settings and see if that works better.

lol thanks for the useless response, this card should be getting 100fps+ in WoW easy, and for the record i have already tried that same result

See, I wouldn't say not very demanding.   It really depends on the res you are playing at and if everything is turned on.  Any i5 or above CPU is plenty powerfull enough to play.

I am running a 290x and where my old nvidia cards used to give me 40fps with everything maxed, i am getting 15fps in outdoor areas. Res 2560x1600

BF4 runs like a charm everything maxed same with Witcher 2 (no uber sampled though, card still not quite powerfull enough for that)

There is definitely something not right with the Wow performance of this card.  Hopefully they will fix it sooner rather than later.

what im not getting though, is several benchmakrs of the card show it getting well over 100fps in WoW. So why would certain cards like mine only get 10fps?

I just tried the 11.8 drivers and they were a little better I think.  Still very poor though and not playable.

I saw some reviews where performance was hit or miss with these cards. I would suggest RMA'ing it.

I don't own this card, but have you tried setting the fan speed to manual and increasing it's %? Since they tone down the frequency with heat, might be causing a problem? Or another possibility, it's running in its detuned state, try opening YouTube in the back ground and see if WOW runs better.

Performance doesn't have anything to do with heat.  My card is running at 1000mhz with 35% fan speed with a temp of 85c

Problem in wow only occurs outdoors too not indoors.

Here are what the power requirements from the HIS 290 page say:

"750W (or greater) power supply with one 150W 8-pin PCI Express power connector and one 75W 6-pin PCI Express power connector recommended."

Haku, I just tried a complete wipe of all display drivers using Display Driver Uninstaller.  This seems to have improved my performance quite a bit.  I did this for both Nvida and AMD drivers so I went back to scratch and I also did this from Safe mode.  I was getting 7-10 FPS out doors now i am sitting at around 25fps..so  a vast improvement.  Still not what I would really expect from this card...but better none the less.

650W is plent for this card, infact it is almost enough for two of them. Right now under a full load stress test my pc only hits around 400W max

I did an entire reformat of windows 8, no improvement. What i want to know is why only some of us are getting this problem. The FPS drops seem to be directly related to the draw distance, which makes me highly suspicious of corrupted memory. I know people are having problems with cards that have "elpida" brand ram

Solved the issue finally. Some how a power saving feature got turned on in my bios. Effectivly limiting the PCI-E x16 slot to x1. Now getting a solid 60fps. So to anyone with the same issue, ensure your PCI-E x16 slot is actualy running at x16
