My current setup:
Motherboard: XFX 780i 
RAM: 8GB DDR2 800MHz
Processor: Intel Core 2 Quad Q9450 2.66 GHz (775 socket)
Harddisk: Standard....
Graphics card: XFX Radeon HD 6990 / Nvidia Geforce 8800 GTX (768MB)
PSU: Corsair 650W

I'm currently playing CS:GO as many others, and what I want is a high FPS rate.
STRANGE ENOUGH, using the Radeon HD 6990, i get about 60-90 fps ingame (DUST2), which is really low, and the CPU is NOT at 100% all the time, mostly close to 50-70%

Yesterday i changed back to the old 8800GTX and suddentlig i'm at an FPS of 90-120.

What the heck is going on?? 
Others using "weaker" and older cards than the 6990 are getting 200-400 FPS in CS:Go.

NOTE: Needless to say that I am monitoring the temperatures. 
The radeon HD gets to approx 75C at max stress in games, where as the 8800gtx is at 70. 
And as I've checked with both, anything under 100 is acceptable. So should be fine?

Also a youtube video shows Resident Evil 5, at above 230fps on radeon hd 6990, where I'm only getting 50-60.

My guess is heavy CPU bottlenecking, there is much less bottlenecking (if any at all) with the older 8800 GTX and the HD6990 probably doesn't even reach 40% of its full potential. In those youtube videos they are probably running it together with an overclocked i5.
