Could I please get recommendation of which graphic card to upgrade to from my HD2400 Pro.  The fan is going out and I need to get a newer one.  The cavet is the PC is older I can't fit a double wide card and I only have a 400 watt power supply.  I currently play games on it along with other office stuff.  Games I have been playing and they work just fine with the HD2400 are Diablo III, Sim City 2013, etc.

Any recommendations are appreciated.

If the motherboard is PCIe based, then the HD 5450 is the cheapest option (often found for $19.99 on Newegg.) It has a little more than twice the power of the 2400Pro while drawing a little less power. If it is AGP based, then you are looking at a complete system upgrade.

The specs on the HD2400 Pro are:

Interface : PCI 2.3 (3.3 volt)
Clock : 525 Mhz
MEM Clock : 800 Mhz
MEM Size : 256MB
MEM Config : 8Mx32
MEM Type : GDDR2
OPGL : OpenGL 2.0
PORTS : DVI,S-Video,VGA

So I would take it I'm PCI based?

I was looking at the various options on the ATI website and it appears the highest numbered card that still takes up a single slot and has similiar requirements to the HD5450 you recommended is the HD5670.  Do you think this one would work in my system?

What is your motherboard? PCI and PCIe are not the same thing.

It's the longer version of a PCI slot with that small connector at the back, I believe it's PCIe x16, but I don't know what version.

The motherboard is ACER EG31M V1.0, the PC is an AM5630-U5202A, with an Intel core 2 duo with 3 gb of memory.  From what I could find the specs for that motherboard bus are:

1 x PCI Express x16
1 x PCI Express x1
2 x PCI (v2.3)

Then the 5450 would work. The 5670 draws 3x as much power as a 5450, so I would not feel comfortable recommending it given your power supply.

If I were to consider an NVIDIA card, do you know what the equivilent # on their side would be?
