I bought AMD R9 290 ( MSI, Twin FROZR IV )and I have noticed a drop on the GPU Usage even when it is under full load (Like while doing FurMark Test while the GPU temperature is low (around 65C only), and the game lags on that moment.
I understand that a drop can occur while gaming when the GPU has nothing to draw if the CPU doesn't send instruction for this or when the temperature is hight, On the other hand, I believe that the GPU should not drop under full GPU load or while in the middle of action in a game if the temperature is low and. (Sometimes I notice a sudden very high drop in the FPS while in the middle of the action, and it is when the GPU Usage drops too low like when it dropped back to 1% as mentioned on the last selected record on the FurMark.jpg file)

Manytimes it drop the fps from 60fps to 3fps while gaming and it get stuck for less than a second and then it works fine again, I reported this to the shop and he said that after contacting MSI, MSI said that's normal with all 290 cards and is not covered under warranty. I reported the problem right away after installing it, at the same day of purchasing the card. I will mention that the temperature stays under 65C, so there should be no throttling. Do you really believe that a strange unreasonable drop in the FPS is normal and it is a known problem with your all 290 cards, and it is not covered under warranty? Isnt this a gaming card?
It lags when I sudden turn right or left. After looking at the log file I discover that there was a strong drop on the fps like from 60fps to 3fps!
The shop said that MSI says its normal with 290, and all the 290's act the same.
The picture shows the FPS while the GPU Usage is 53%. Imagine how many FPS it was giving me when it were almost 3% as the small red circle on the picture shows, its clear that the temperature is fine as well 65C.
Please find below the solutions which I have tried:
1- Re-installed the OS.
2- Installed different versions of the Windows 8 64Bit and Windows 7 64Bit. 3- Used AMD cleanup utility to fully remove the driver.
4- Tried different drivers (like 13.12 and 14.4)
5- Disabled the vSync from AMD Settings and from the game itself.
6- Installed the graphics card on different slot.
7- Tried different versions of FurMark and GPU-Z.
8- Tried games on full screen with no luck.
9- I tried a different AMD Graphics Card (RADEON HD 7850) and it worked fine with no similar problems (Please refer to ( http://postimg.org/image/6imz6c543/full/

-Processor: i7-4770K working on 3.9 MHz, Facing the same GPU drop problem even when it is OCed up to 4.7 MHz (Using Corsair Hydro H110 280mm Liquid Cooler)
-RAM : Corsair Vegeance Pro 16GB 2133 MHz.
-PSU: Antec 750W.
-MB: ASRock Z87 Extreme3.
-SSD: Samsung 840 EVO 250GB (where the games and drivers are installed with the testing tools)
