While playing some games like BF4, Watch Dogs, Batman Origins, i had some bad fps drops and checking the GPU frequency it was down to 300-500Mhz and it was sopose to be at 900Mhz and GPU usage was jumping a lot by 40% and wasn't consistant at all, the gpu wasn't even overclocked, the thermals wer good 64-67c with 50% fan.

So after reading on overclock.net, they mention these cards needs Power Limit boost and it isn't limited to XFX. So i had afterburner installed and i set in the settings to force constant voltage and set the Power Limit to 14% and now the GPU usage is correctly being used 97-100% and GPU Frequency is at 900Mhz like it sopose to. 

The Down side is i have to run fans faster at 60% and temps get around 70-72c.I read that this GPU is good till 80c?

I wonder why do i even have to do this? The gpu at stock settings should run at their rated clocks durning load and was there any fix or mention of this?
