Graphics Card - Sapphire Radeon 6870,1GB- - No overclocking, just the standard part being brought from the store.
AMD Catalyst Driver Version, and Driver History - The current version i use is 12.10
Operating System - Windows 7 Ultimate 64 bit version, Service pack 1
Issue Details At the moment i have a fairly new PC but have issues on running PC Games, the problem is that the FPS, frame per second rate is low so graphic lag, wich is possible but with the system i have it shouldnt happen. Looking to the spec's the game company give its strange i cant run it with the system i have.
Games i have issues on are: Primal Carnage, Blacklight Retribution, Payday The Heist
Can anybody take a look and perhaps come up with a conclusion or some advice Thanks!

The FPS is low...hmm, define "low", what drivers do you use, what settings are you using, what resolution are you playing at? Keep in midn the HD 6870 is an upper mainstream card, you're not going to hammer it to hard.
In the game i try to run as low as possible, it does not allow me to run the gamer lower then 800x600 nor can i putt off Anisiotropic minimum is 1x. On these settings i get a FPS between 8 and 12.

As a weekend gamer I have never heard of those games A 6870 can handle most games on atleast high settings with a few exceptions that don't seem to run that well on maxed settings (at 1080p atleast). Perhaps something is conflicting? Like hardware acceleration driven flash videos open in a browser? It would send the clocks to 2D.

Primal Carnage was just released in October so I don't know what you're expecting there. Payday The Heist uses an nVidia developed engine from 2001 (modified, but still 11 years old) and appears to be a PS3 port. Blacklight Retribution is based on the Unreal 3 engine, but is only 4 months old
The problem is solved now, the solution was that there were still old files from old drivers that need to be removed first after that AMD Catalyst Driver Version 12.10 was installed and things work nice again, i can run Primal Carnage much higher then i used to be, now on high detail settings with a resolution off 1280x1024.
