Given the screenshots, it looks like you're playing the game in a Windowed-Mode.  Does this issue happen when playing in a Fullscreen-Mode?

If you can, review the sticky and provide us with your system specs, and any other releveant information.  What troubleshooting steps have you tried so far to rule out the possible causes?

1) Does this issue happen when playing in a Fullscreen-Mode? - Frame rate drops the same way in full screen. Dosent know about gpu acivity in full screen.

2) What troubleshooting steps have you tried so far to rule out the possible causes? - changed value of fit to vetical and lock frame rate to 30 (true and false) in
C:\Users\<username>\Documents\Criterion Games\Need For Speed(TM) Most Wanted\config

but didnt help.

The game was put to windowed mode to show gpu activity at the time of frame drop. i think the reduced gpu activity results in this issue.

Dollars to donuts, you're constrained by your CPU.  Two cores at 3.2Ghz can easily by bogged down with modern games.

Beyond that, a quick search shows that this game runs poorly even on high-end hardware, so there might not be much you can do about it.
