I think these two points that you have brought up help to explain the root cause. If FarCry 3 is playing perfectly, it suggests the OS, video card and drivers are all installed and functioning correctly.
I suspect that Popcap may need to release a patch/fix for the game to resolve the issue. Perhaps something in the programming that is having difficulty with the latest AMD hardware & drivers. On that same note, however, there is maybe something AMD driver developers can do to work-around the issue.
With this in mind, use AMD's Issue Report Form for Catalyst 13.1, but also speak with Popcap for suggestions.
