I've got two 6970s (2gb version) working to give me decent performance. However it performs far below what Im expecting it should.

I habe this packed with an fx-8150 @4.6Ghz (230fsb/20multi) and should havd no issues however in almost all games I use maybe 30% of one gpu and I get a constant studder with an fps drop of 10-20 every time. 

for example in a game like league of legends I should never go below 60 fps. however I constantly drop up and down which makes a huge lag spike in game.

 

as a note I run everything in windowed as I have 3 monitors in use, two for im chats/music/browsing and one for gaming

Have you tried running the games in full screen at all while troubleshooting?  What is your performance like?

On a side note, running crossfire like that is really not how crossfire is supposed to work so I would completly expect for you to have issues.  If you are going to run the game in a windowed mode, disable crossfire and only plug the monitor that you are going to game on into your first card then plug your other monitors into the other card.

ah yeah I haven't done too much testing but it didn't seem to make a difference.  If I could ever get the catalyst control center to open I'd be able to disable crossfire. .

Sounds like you have all sorts of issues to get ironed out before you should be worrying about gaming.  Do a clean uninstall/install of CCC would be where I would start and also make sure your OS is up to date as well.

yeah, I've tried to do a clean install of ccc multiple versions and nothing has worked... might have to do a format

Crossfire does not work in windowed mode.  You're not using the second 6970 at all unless you run the game full screen.
