my system is windows 7 32\ccc 13.1

i played other games is fine(Dead Space 3 \Crysis 3)

just this small game " Geometry Wars Retro Evolved"

a little lag there

then i check the frequency is beating in the range of 157mhz and 400mhz

You are running an overclocked i7 and a hd5870 with only a Antec VP450P 450W ? I'm surprised the psu hasn't blown up, literally.. BANG and most of the hardware short circuiting in the process.

Yea that could quite possibly be it, the 5870 draws more than half of your PSU's max capacity, and the overclocked i7 easily draws 125w. I'm with Zipsi, you're running a ticking timebomb there. Enermax and SeaSonic made units are what you need to look at replacing it with before you do cause some serious damage.
