I would like to introduce you an issue that im having right now with my PC. It's an AMD FX 8120, 8GB DDR3, Asus M5A97 PRO, AMD RADEON 6970 and a CollerMaster Extreme Power Plus 600w. Until a few days, my pc was doing good with games, videos and the routine activity of a web developer. My games (Diablo 3, BF3, NFS:MS2, Tribes Ascend, TERA and a lot of indies) were properly played, smoothly at full resolutions. I do recognize that my CPU Case doesn't have an optimal cooling setup, but I didn't let the temps shut down my CPU. I mean, I saw temps at 75 average, but I don't know what the problem was. Anyways, even with those temperatures, my games were played smoothly and without problems (besides my lack of aim or/and luck). Suddenly, before a restart, my games started to feel stuttered. And with that, i mean this (http://www.xfire.com/video/77b92 Video is not mine, it just an example.) The issue is not only present when I play full hd 3D games, but also in some HTML5 games and flash that needs some gpu power.

I tried removing drivers and updating and downgrading, re installed windows, cleaned my pc case (it was pretty much clean, thou), my power supply was ok when I opened up. CPU, GPU, MOBO and their respective coolers and sinks were ok. I checked latency and i have normal values, i have put an small home fan and temps dropped 15º C but still had the same problems.

I have everything to check and im keen to do everything you advice for the sake of my gaming life. I have no money to buy another PC or to replace any component to test it out. So i hope this is just a matter of configuration and stuff. 

to move things forward, i'll attach some information about my pc and some test done to it.

Have you tried a 'clean install' of your driver suite? Pay special attention to the netframework requirements. > http://forums.amd.com/game/messageview.cfm?catid=444&threadid=162444&enterthread=y

You might want to try the latest beta drivers...I am having good luck with them > http://sites.amd.com/us/game/downloads/Pages/downloads.aspx

I tried almost everything about drivers. I don't know if I'm not hitting the right combo, but this stuff should work fine with default settings and recomended drivers. Thanks anyway.

Default settings are not always the best. Disable 'surface format optimizations' and select "application controlled' for tesselation. see what that does.

Didn't help. Choppier visuals, same microlag.
