Windows 8.1 Mouse Cursor Lags

If I hover anything, that causes the Cursor image to change, the whole computer becomes unresponsive. I can reproduce this by making the cursor change by hovering anything in any application. This way working is not possible. Ingame it is not able to play any games. Like RTS games as Supreme Commander 2 if hovering own units to select them it is even not possible. Because whole game freezes for half a second, making cursor jump away. If I hover enemy units the cursor changes to animated crosshair and the game drops to 1fps. I experience this only since upgrade to windows 8.1

 

I have found mouse pointer trails as a workaround for windows desktop at least. But its anoying. And no real solution. If i disable windows update and delte every WHQL and WDDM MS AMD drivers. Going back to Catalyst 13.6 beta 2 works fine, no mouse lags. But i cant use Catalyst or start battlefield 4 because of late driver. updating it to new catalyst 13.9 or via windows update gives lags again. how this happen? its very odd the cursor is a problem nowadays.

Microsoft has omitted to an issue with the mouse, and they hope to have it fixed soon.

Well those Lags don't Happen in any Game. Only with 2d cursors. for example  Supreme Commander 2. Battlefield and such Run Fine. The annoying Part it, i can't work On my Desktop without headache by Cursor lags. 

And it is amd Driver issue. Since Windows 7 Beta Driver 13.6b2 WORKS for the issue sadly no Resolution since gives other problems. ACTUAL 13.9 wiN 8 amd Driver lags. Even Windows updated provided Video amd Driver lags. If i don't disable Windows Update it upgrades it and My Cursor lags again. it such a Pain.

Sorry but certain hardware does have issues whether they are in games. I have had to rollback several clients machines from 8.1 back to Windows 8. Then there issues with the mouse disappeared. They stayed on 13.9 CCC when using 8.1 and 8.
