Got nostalgic for X-Wing: Alliance recently, re-installed it on my Vista x64 machine that has an R7XXX card on it.  Was at the time running I believe driver software version 13.9, then I updated to 13.12. Neither worked.  When setting the game to use hardware 3d, when the mission loads it says that it can't run in hardware 3d, switching to software mode.  After searching other forums it seems as if perhaps earlier driver versions used to allow the game to work in hardware 3d mode, possibly up to driver version 13.1:

"Catalyst 13.1 is the latest driver that works."

Would prefer not to roll back to 13.1, hoping this issue will get fixed or there is a workaround.  Thanks much in advance for any information provided.

Highly doubtful it will be addressed. Your best bet is to build a legacy gaming machine with something like an X850 or X1950.
