i7 920, P6T, 6GB 1066, 3 Syncmaster 2350 previously running 2 XFX 4850's 1GB on 30Mbs+ hardwired connection to world, and recently upgraded to Sapphire Vapor-x R9 270x 2GB.  Noticed severe downgrade in video quality of Youtube 480p videos when run fullscreen at 1920x1080.  4850s had excellent upscalling that looked great - now it's macroblock city, blurry and really bad.  720 and 1080 videos look ok and 3d games in eyefinity at 5760x1080 are fine so I think card is ok (I run extended when not gaming).  No overclocking on mobo or GPU, default video quality settings in catalyst (moving slider or turning off makes it worse).  Old cards were I think at 12.6, new card I've tried 13.2, 14.3 and 14.4.   I've tried Opera, Chrome and Firefox, flash is latest and hardware acceleration on or off makes no difference (off is worse).  The monitors are display port via accell active adapter, dvi and hdmi - they are all bad.  Everything is run native 1920x1080 with GPU scaling off but it was bad with GPU scaling on.   Laptop with Intel HD4000 looks ok but noticibly upscaled, another desktop with Nvidia GT620 looks ok but upscaled, old 4850s were excellent, new R9 270x is really, really bad, almost unwatchable.

Is there anything to test/check - driver, dlls, codecs, registry wise to ensure that everything is there related to upscaling support?  I  just put 14.4 on last night and no change.  It's almost looks like no scaling or just a very basic level of upscaling is being applied.  The old cards and drivers were excellent and I figured the new card would be at least the same - but this is very noticable and downright horrible.  Any help appreciated.

OK - here is a link - don't laugh too hard, niece found this problem as she was visiting when I put the new card in - she's into the whole jpop kpop dance thing and this video is a 480p native one: http://www.youtube.com/watch?v=kqmlpeSi8LQ  set to 480p and make fullscreen - faces are blurry blobs on my 270x - they were detailed and very watchable on my 4850s....
