Hi guy's
I've been working on my step daughter's PC she was complaining that it was really slow and blue screening on her wile playing the Sims.
I traced it back to a over heating 4870 video card so switched it with another 4870 I had kicking around then started to run every test i could think of with no problems showing up.
But wile running prime95 I noticed that the core temp wasn't going past 40c (with the stock heatsink) so I pulled up AOD and seen that the cpu was throttling down to 1.Hz when the core temp hit 40c.
Is this normal for these (e) cpu's or could this be a symptom of a bigger problem?

No OC'ing everything pretty much on auto.

Asus M3A78-EMH HDMI BIOS version 1302
4x 1Gb DDR2 800Mhz ram
Asus HD4870
550W psu (can't remember what make it is and since I painted it (don't ask) it might be a little hard to find out.
