Issue Details
Sometimes I'll boot up a game and find the framerate so low that it's completely unplayable. Anywhere from 6 to 12. The games I've experienced it on are WoW, LoL, GTAIV, literally everything I've played in the past several months. This is probably the worst PC issue I've ever had in my 8 years using computers. There is literally (that I know of) no way at all to tell why this is happening. Sometimes it happens when my computer's on for a lengthy period, sometimes it's after a couple hours. There's not a single solitary variable that tells me why this is happening. The problem only goes away after a reboot, and a reboot ALWAYS fixes it.

This has been causing problems for me as long as I can remember, and I am completely lost. The only thing I'm even remotely considering is that it's a youtube related problem. The problem only seems to arise when I've watched a video at some point, but how the hell can I pinpoint that, it's 2013. If my computer's on, there's probably been a video watched at some point.
I am completely lost.
EDIT: Disabled Cool 'n Quiet, if that doesn't do the trick I'll just save my pennies and upgrade my CPU. This is definitely not the first AMD product I've had issues with, assuming it's the CPU that is.
