Please advise and offer some diagnostic help please!

I've built a PC tech specs as follows:

 

Graphics Card
Onboard graphics only

AMD Catalyst Driver Version, and Driver History
Cannot install driver, video drops out

Operating System
Win 8 SP1 / Ubuntu 12.04
- Standard installs and setup, base OS software and configuration

Issue Details
Installing AMD driver under windows 7/8 results in video dropping out. Connected to monitor with DVI-D cable. In Ubuntu, onscreen graphics is a little glitchy with unusual lines appearing across the screen randomly and occasionally. Attempt to install AMD graphics drivers for Linus results in the install freezing with just a grey box in the install screen window.

ASRock FM2A55M-DGS Motherboard BIOS updated to latest [2.30]

Power Supply

Pulse Power 650w power supply

Applications and Games

In Ubuntu, glitches are common on screen during desktop use. In all OS's on driver installation there are problems. In windows, video is lost and only returns when rolling-back driver to standard Microsoft PNP Video Driver.

AMD A4-5300 APU 3,400GHz Dual Core 1.0MB Cache with integrated Radeon HD 7480D
Standard installation and setup, no overclocking. CPU core temperature holding stead in around 34 degrees centigrade.

Additional Details
Running solid virus prevention software, Win Defender and Spybot

Downloaded and ran check with AMD System Monitor to see performance of core CPU's and gpu. Cores showing small percentage of throughput, however gpu running flat at 0% (this in particular makes me feel the gpu may be faulty). No other hardware to swap out chips. Appart from video driver installation problem and Ubuntu screen glitches everything else seems to be running fine. Please advise any other suggestions you may have to pin-point the problem. If you have comparison tests in AMD System Monitor software, the 0% activity of my GPU could verify problem.

Try with another monitor, or check that you have set up the TV correctly for connecting PC to TV using HDMI (the mode etc.).

I installed catalyst drivers successfully with vga cable, but no video on the DVI-D cable. The DVI only works when I roll back driver to standard Microsoft PnP display driver. I can't understand how it displays fine on VGA but not on DVI, the TV can handle resolutions fine on VGA, and is HD compliant.
