It is summner time and out side is very hot here in Romania.I have this model of PhenomII 965 si not overclock.With a Katana 3 cooler i have 40C in idle and in full load(gaming) 65C-68C.It is a big problem?

Aye, it does need to stay below 62°C. I would suggest a closed loop liquid cooler such as the Corsair H60 if your ambient temps will be lower than 26°C or the H80 or H100i if your ambient temps will be 30°C or higher.

mine is 955 be with noctua nhu12p and still 39-40 celsius idle`s not worry it is normal when in your room there are 30 to 35 degrees celsius if your case is well vented from left side then your degrees would be smaller but mine isn`t and yours i bet it`s not that well vented.
