I want to upgrade my A4 3400 CPU to something better. If so, What could I upgrade it to at a budget?

We can't tell you based on the information you've given us. Your motherboard make and model will tell you which chips you have to pick from.

FM1 motherboard will only support the first gen APUs. To use the newer Trinity and Richland you will need a new motherboard FM2.

As far as FM1 goes a A8-3850 or A8-3870K are top of that line. Do require 100W versus 65W that your 3400 used.
