ok some time ago i posted this...

and now i bought a new cpu cooler cooler master hyper evo 212 so the temperatures seem to be fine it reaches 75 C at max... mostly 65c

 

but when i was placing the cpu in the socket i saw there was white melted plastic in between golden pins which wouldnt come off ...

 

its not melted socket as socket is of black color and its not thermal paste

 

as i have grey colored thermal paste

 

but the cpu is running fine so the question is does AMD warranty covers it ?

it is damaged  cause it runs fine ?

Your CPU should not be getting nearly that hot so there is another issue.

The max 24/7 operating temp for the FX-8xxx series CPUs is 61.1C per AMD.

Be sure that you are reading the CPU "core temp" or "package temp" as many BIOS and software list the CPU socket thermister as "CPU" temp, when it is not. The thermister tends to read 10C-25C hotter than the actual CPU "cores".

When the FX-8xxx series CPUs reach 70C they automatically reduce vcore voltage and frequency, so it's not likely that the temp you are reading is the "core temps", but more likely the thermister temp. The software program "Core Temp" reads only the core temps so that there is no confusion.

sounds like an airtight case - even under full load my cpu is not even reaching 60C with same cooler as OP. Only IntelBurn can exceed 60C.
