I have an HP Pavilion Elite HPE-400f that came with a AMD Phenom II X4 945 CPU, and after shutting it down and attempting to reboot it, it wouldn't even POST.  So after replacing the motherboard AND the PSU, to no avail, I've determined it to be the CPU.  Bear in mind that I've had this PC less than 3 years, so the CPU should NOT have gone bad.  Any advice, especially from AMD itself, would be greatly appreciated!

Well if you would have bought the CPU from AMD , not HP you would have had a warranty from AMD. But since you got it from an OEM. You can find out what CPU's are supported , and buy a replacement or contact HP and see how much they would sell you a replacement for. 

Then again you could always send them an Email(AMD) and see if they would replace it as well. You might get lucky.

There is no official AMD responses in this forum - unfortuantely. AMD depends on their customers to supply tech support to other AMD customers. It's NOT a good situation at all as far as Customer Support at AMD, IME of many years.

That being said OE CPUs only generally have a 1 year warranty. Boxed CPUs have a 3 year warranty. HP can decide their own waranty. It's hard to say if the CPU has actually failed without installing it in another system that is working to see the results. You could have something as simple as the power on switch failed or a power cable connection bad, etc.

I would certainly try to e-mail AMD tech support and see what they offer, but I would not get my hopes up as they have provided very poor and little service in the past 10+ years, IME.
