I have read elsewhere that the CPU Ratio (for non-Turbo Core Performance Boost mode) for most AMD processors is 20.However, can someone direct me to a document that states exactly what the CPU ratio should be for the AMD FX-8350?

The CPU specs with default frequency are listed on the AMD website link below. The multiplier is a derivative of 200 MHz. so you can easily do the math for any of the CPUs listed.
