Assuming that all cables etc. are properly corrected, you most likely have a mobo without a BIOS that is new enough to recognize the FX-8350 CPU, thus it will not boot because it does not know how to set the boot votages and frequencies properly.
You will need to install your prior CPU and update to the latest BIOS for your mobo or at least to a BIOS version that shows support for the FX-8350 CPU. After the BIOS update, shut the system down and clear the CMOS. Install the FX-8350 and try again.
Building a reliable PC involves more than just assembling the parts. You need to be able to configure all of the BIOS settings appropriately. This can be quite involved and frustrating as it can require a lot of trial and error with stress testing. It is however often the only means to get a 100% reliable PC.
