I am very interested in this processor in view of its 45W TDP in a socket application.  My understanding of this subject matter is that the 2nd core can be available if your BIOS supports the functionality and the 'luck of the draw' works in your favor with regard to your 145.  My concern is statistics can also work against us and I have no desire to collect cpu's to see this idea through to fruition.

Can anyone characterize the success rate of accessing the 2nd core in the 145?

I doubt that anyone has realistic statistics on the success rate of unlocking additional cores. It's pretty much spend your money and take your chances.

Building a reliable PC involves more than just assembling the parts. You need to be able to configure all of the BIOS settings appropriately. This can be quite involved and frustrating as it can require a lot of trial and error with stress testing. It is however often the only means to get a 100% reliable PC.
