I have recently built a new AMD gaming RIG and my CPU under load runs @ 90 or so degrees C, is this too high, should I consider using different thermal paste, How do I set my BIOS up to speed up my fan under load, AsROCK MOBO, Does AMD make another cooler, and it cools down to 60 C or so after about 2 to 3 minutes.

MY issue has been fixed, the program I was using was telling me wrong info, I have AMD overdrive and I have a 30-40 Deg margin.

Yes much of the temp software reads incorrect FX temps. Unfortunately the latest iteration of AMD Overdrive also shows incorrect "thermal margin" by as much as 9C. The applet Core Temp reads pretty accurate internal core temps in the 40C-70C range which is all that counts.

61C is the max 24/7 operating temp for the FX-8xxx series CPUs per AMD. Unfortunately they do not list the 24/7 temp for most of their CPUs however which is very poor customer support. Some CPUs are reported to have 24/7 temps as high as 70C.
