I am trying my best to keep my laptop cool. I use a laptop cooler I set the voltages with Catalyst and take out the battery and even have a fan blowing on the laptop. But, the CPU and GPU get into the 170's when playing games such as GTA IV. I know that Laptops really are not meant to be played on laptop's since most games are very CPU and GPU intensive. Is there anyway to keep the temps down? Any help would be greatly appreciated...

That's 76°C on a laptop designed with form over function. However the A-10 notebook series has a Tmax value of 100°C, so don't worry about 76.
