So , i have an HP G62-B90EP Notebook that i've purchased 1.5 year ago on a Retail Store .  The notebook that i've bought was on Sale in that time .

So i've picked it up , no problems at all with the Graphics Drivers .

The Graphics Card was an Radeon HD 5470 (Mid-Range) is incorporated right into the OEM (Discrete Graphics Card) pairing with Intel HD Graphics.

This is called Switchable Graphics or Dual-Graphics. 

The problem with Software/Hardware incompatibilities started when i've tried to upgrade the Radeon 5470 that came with the OEM ( I do not know the version that came right-out of the box ) , but it was fine back then .

I don't know why now , the official versions of the HP Website support of the model that i have doesn't work either , they say that my system does not meet the necessary requierements to install both updates to the Intel HD Graphics card and the discrete AMD Readeon 5470 Card.

Can anyone help me out ?

YES... It was very helpfull , but did you read that i can't install the drivers even from the Manufacturer Website ? In this case HP.

Your issue is a HP problem. Contact HP support.

Well they sad that i've needed to use the Recovery Console but it didn't work either , im just formatting Windows and installing everything again.
