Hello people. I think I have found the problem after two months and I want to share with you.
The problem is, Intel HD Graphics 4000 (for who has it) does not up to 1.100 MHz clock speed for some games. As I checked on Intel Extreme Tuning Utility, Intel HD 4000 never goes above from 350 MHz and I think that's why we get low FPS on the games.
Now, this is not happen all the time. For example, Intel HD 4000 runs at 1.100 MHz in Call of Duty MW 1-2 and many other games with no problems. Already, I do not run these games with HD 4000. I run instead with 7670M because it is much better.
But in SimCity 4, Counter Strike 1.6 Online and many other games, we had no choice but to use HD 4000 Graphics because of Enduro lacks DirectX 7-8 support. And because of Intel HD 4000 works at 350 MHz on these games like running on idle mode, this causes lagging and low performance than usual.
Intel has released the new driver for HD 4000 at March which is 126.96.36.199.3071 version and is currently latest. My friend recommends this update to me because he said it worked for him. Now on this driver, HD 4000's clock range actually can up from 350 MHz to 1.100 ALL THE TIME! I had HUGE performance gain, before I was getting 25 FPS on LOW settings with the old Intel driver (Dec 2012) and after install the new driver, I get 70-120 FPS on HIGH settings in the certain games which they work with HD 4000. I was really amazed and happy. Never expected such a performance up through the driver. I was thought the problem is finally solved. Unfortunately, the driver has stability problems.
While the latest, 3071, Intel graphic driver has installed, the games work with 7670M (with 13.4 WHQL) does not run correctly anymore. I had black screens that shaken on the screen in many games which did not happen before with the old Intel driver. When I tried to open these games with HD 4000, they worked without stability problems but since HD 4000 is not a great card, I could not played those games smoothly. Only if I open morphological filtering from the Catalyst, black screens disappear but this feature has a significant impact to FPS. It locks FPS to 25-30 range which is causes lag while playing with 7670M. In the end, many games became unplayable for me, so I had to uninstall (which is really sad) the new driver and back to the old. Of course, my huge performance gain from the new driver has gone.
I asked about it to Intel support forum and they could not gave me a proper answer. They said that the latest Intel driver should work fine but for this, the OEM needs to configure, then release the driver to their costumers. Since the OEMs' drivers take a few years to update, I think I'll wait more compatible drivers from both AMD and Intel for work well together. They were working very well until the latest Intel graphic driver.
I do not think AMD is going to add DirectX 7 or 8 support to Enduro. This will not be needed already if Intel manage to solve it, so I'll take my chances on Intel. Since they aware the problem now, I hope they will fix the issues through with the new drivers.
I will write here again if anything go forwards. Cheers
