It's not a bug, Heat and voltage is the limit with overclocking. It's better to overclock in BIOS, but if you choose to use AMD Overdrive, or any other software, you want to watch your voltages and heat.
Upon googling your APU, specifications state it's maximum temperature is 100°C, so you don't want it idling at 95°C. Even if it passes a stability test, it will be running too hot; it is not safe.
