Drivers work just fine when Frame Pacing is off though.

You seem to have a Dell laptop, so you need to contact Dell if you have problems. Only if you used a version of 13.8 which was released by Dell on their website. If not, you're using a completely unsupported config, which is prone to malfunction. Remember what you read on the driver download page. (If you didn't read it, time to go back and do it.)
