In 2011 I bought a notebook Hp DV6-3330el
the graphics card: AMD Radeon HD 6550M
Devide ID: 1002-68C1
Subvendor: HP (103C)

drivers are Catalyst 2010 and HP has not released more updates.
I can not  update the drivers with the AMD utility and I can not install Windows 8.
Catalyst drivers do not work with linux

why it lacks support for my graphics card?

Check this thread, i modded the latest beta drivers to support the 6650m and they work for me but i don't have the hardware information to add the 6550m since i don't own one.
