So today I reinstalled my laptop, installing Windows 8.1 Pro x64 w/ Update 1

Everything went fine until I wanted to install my GPU drivers, I did download the package from the AMD site, installed it and noticed everything BUT the actual GPU driver got installed, I even tried using the driver detector provided over at the AMD site but that has produced the same result with the autodetected & downloaded package, I hope this issue can get resolved soon as I'd like to have my GPU working properly cause currently I am stuck with 1400x1050 on a fullHD monitor...

As far as I investigated this, the INF always returns that it is not made for the version of Windows I am using, I did perform a few tests and the 14.4 driver wave doesn't work on Windows 7 upto Windows 8.1 with Update 1 due to the messed up INFs.

Did you check with the laptop manufacturer before you updated to Windows 8.1 ? Not all laptops will support it...especially older ones. If they do support it, there is probably a bios update and new drivers for your model. Use them. Please read "UPDATING MOBILITY DRIVERS" ..especially the part about

"

If installing an operating system other than the one currently supported by the notebook, the notebook may not meet all requirements. As such supported graphics drivers may not be available.

The AMD Mobility Radeon Driver Verification Tool will display the following error if it fails to validate the graphics hardware.

“AMD Catalyst Mobility cannot be downloaded due to incompatible hardware/software on your computer. Your computer does not contain a proper graphics adapter.”

This is due to incompatible hardware/configuration in your notebook. Please contact the notebook manufacturer for assistance. "

The deal is, the older 13.X versions work just fine

Then use them...you don't have to install every new driver that comes along. You will see no big benefit for your graphics. Your lucky they are working. And the drivers work fine on Win 7, 8, and 8.1.
