I have been trying to install an ATI Rage 128 Pro on a Windows 98 Compaq EVO D500 computer.

I am using driver files WMER1284137192.exe and W98r1284126269EN.exe.  Got the 7192 driver from the AMD site and the 6269 from the HelpDrivers site. 

Each time I try to install I get the error message “Setup was unable to complete the installation.  Try to setup your display adapter with a standard VGA driver before running setup”.

I have been Googling everything and following all the suggestions which are on line.  These posts are mainly from the early to mid 2000s and it seemed to be a common problem then.  Can anyone help me please?

Have you tried to Uninstall the current VGA adapter in the Device Manager (by right-clicking it and uninstalling it that way), then Scan for hardware changes to see if it can install the generic Windows drivers first? And have you run Windows Update to get any missing updates in there? You'd be surprised how often some get missed that affect installation software.
