Firefox does not check for the "commercial version number" such as Catalyst 13.1. Firefox checks for the "technical version number" when it determines if hardware acceleration is available. In simple terms, Firefox is looking at the display adaptor driver version. In Windows 8, the driver version MUST be 22.214.171.124 or higher. The legacy version 13.1 includes driver version 126.96.36.199. As you can see, the driver version is lower than the required driver version. You can force enable hardware acceleration in Firefox at your own risk. I've personal experience and Firefox works fine except the text may become garbled at times. You can try it for yourself and see if it works for you.
