This is 12.6 with changed name to 13.1. No fixes. Still not working Modern apps. Old components from 12.6.

Agreed.

This is ridiculous.Firefox GPU accelaration still doesn't work, because the Direct 3D and other components are exactly the same as in 12.6.

Still says Catalyst 12.8 or newer is required.

10 files (out of 55/56) are identical. Others have at least been rebuilt. (Checked with Total Commander, compared file contents.) I don't know about changes or fixes. There are no release notes available.

Firefox does not check for the "commercial version number" such as Catalyst 13.1.  Firefox checks for the "technical version number" when it determines if hardware acceleration is available. In simple terms, Firefox is looking at the display adaptor driver version.  In Windows 8, the driver version MUST be 9.10.8.0 or higher. The legacy version 13.1 includes driver version 8.97.100.7. As you can see, the driver version is lower than the required driver version. You can force enable hardware acceleration in Firefox at your own risk.  I've personal experience and Firefox works fine except the text may become garbled at times. You can try it for yourself and see if it works for you. 

I hope that clears up any confusion.

Use Catalyst 12.2 if you want fully functional modern apps.
