Installed the latest 13.1 legacy drivers for my Radeon HD 4700 card yesterday. Everyting went fine, and all was working nicely.

Then I ran windows update, and installed the latest (2013-02-19) update (Windows platform update), and it broke CCC. CCC will not longer start, and I am unable to set the scaling options, so I now have black borders around my screen. Also Aero is not working. No transparent effects and so on.

If I do a system restore back to before the Windows update, CCC and Aero works fine again.

When I look in the event log, I can see a lot of these messages:

I have same issue with CCC not installing using 13.2 beta or 13.1 drivers.

Also have the black borders and there is some issue running through HDMI port where the screen stays black but every now and then the desktop will show for a few seconds and has like horizontal tearing lines across the middle of the screen.

Windows 7 Home Premium 64bit

AMD FX-8350

Asus Crossshair V Formula

4Gig (2x2gig) Patriot ram

Asus HD7850 Direct CU2

I dont know about the windows update because this was a new build and fresh Windows install but it did download and install all updates before I installed the drivers.

 At first I installed the 13.2 beta driver and when I noticed CCC was not showing /installed I thought it was due to perhaps not having .Net Framework 4 but upon checking .Net Framework 4 was installed and working correctly. So next I uninstalled 13.2beta and installed 13.1 but that had exact same issues.

Any help is appretiated, the orriginal OP posted this almost a week ago and has had no reply.

My "solution" was to use system restore back to before the windows platform update, then uninstall CCC 13.1, then install it again.

Then CCC works, but if I install the windows platform update, it breaks again, so I don't install this last windows update. Tried this several times, and CCC breaks every time I install the latest windows platform update. What I noticed after a couple of trys, is that the platform update went from beeing required, to beeing optional. Maybe this is how windows update works, but I have not seen this before.

With the windows platform update installed, I also noticed that Windows live mail was unusable. Much of it was black, and the pane on the left (with all my accounts), was all black, and when scrolling the text was rendered unreadable.

For now, I can live without the windows platform update, but I am sure I will have to update some time, so I would appreciate any help on this matter.

I am having the exact problem. I thought it was my video card gone bad. Sounds like it is Windows that has caused the problem. How do I find out if I have this "Windows platform update"?

Is there a way to uninstall it without doing a system restore?

I have not tried to uninstall myself, but you can try this:

1. Start windows update.

2. Click "View update history" on the left.

3. Under "REview update history" on the top, there is a link to "Installed updates" where you can uninstall windows updates.

I can reproduce this issue with 2 different computers (Catalyst 13.1 or 13.2 Beta 7):

PC1:

  • Intel Core i5 3570k
  • ASUS Maximus V Gene
  • Sapphire Radeon HD 6850 1GB
  • 2x4GB Samsung DDR3 1600 30nm
  • WD Velociraptor 300

PC2:

  • Intel Core i5 3570k
  • ASUS Maximus V Gene

Not necesarily. It only affects AMD hardware accelerated decoders. Perhaps they have to relink their decoders against the developer files of the platform update.

You can back work your Videos just by deinstall the "AMD Media Foundation...1.0.71219.1540" Component in the Catalyst Install Manager. It's Part of the regular Catalyst 13.1, the latest beta 13.3 comes without this part.

Just a little update. Tried installing 12.6 and 12.1 but same problem. CCC will not start after windows updates, and Aero is not working.
Had to do a system restore to get Aero working again.

I am having these same problems after reinstalling windows 7.  I replaced motherboard, processor and hard drive.  Kept my old video card.  Radeon HD 4600.  Now no matter what I do, I can not access Catalyst control center.  I have a thing for Hydravision but that seems to only allow me to do things to the CPU.  I would like to be able to adjust my settings for graphics programs.  I have spent my day now uninstalling updates, drivers, reinstalling and still NO catalyst control center.

calculator.exe, live mail and ccc.exe are finaly working correct again.

I thought i had to reinstall windows after trying all useless help towards the ccc.exe problem.
