Hi to all!

Reason for this topic is a really strange issue that I am encountering with my ATI Radeon graphics card. 

Some info: 

Graphics card: ATI RadeonTM HD 4870 X2 Graphics on normal operation

AMD Catalyst Driver Version, and Driver History:

Issue Details:
During system startup (by pressing the power button), I have the following problem. The computer looks like booting, however after a short time, 4 beeps (first one is long and 3 more shorter following) are heard with no display and the pc fails to start. The graphics card fan is overworking in really high speed!
If I switch off the pc for a long time (half an hour or more) and switch it back on, usually it works. However there are cases that this won't do the trick, so I have to remove the 2x3 or 2x4 pcie cable, put it back and switch it on. In this case, computer starts normally, without any issue and I have never encountered any failure (on this step) so far.

Additional Details:
*System is thoroughly checked for viruses and hardware issues. 
*Please mark as important the fact that I was encountering the exact same issue with my previous psu as well. The old one was an ETASIS Electronics - model number ET650 (650 Watts).
(Unfortunately it is discontinued & the only available link is in Greek).
*Another point of interest is that when I connect the 2x3 & 2x4 pcie connector on the board, I cannot start the pc - only if connect the 2x3 normally and the 2x4 as 2x3.
Any help will be much appreciated!....

I's check oxidation/signs of burnt areas on the power connections.

I checked them and they are clean! 

Somewhere there must be a short circuit...

 If I take a multimeter and measure the pins on the power connections what are the ratings Ι must have?
