I have an HIS Radeon HD 4670 AGP GPU.  When I switched from Vista 32 to 7 64 yesterday, Grand Theft Auto Vice City stopped working.  I get a menu that says, "Grand Theft Auto VC cannot find enough available video memory."

AMD Athlon 3500+ 64 single core processor, 2.2GHz, socket 939
  ASUS A8V Deluxe motherboard
  Corsair Dominator 2046 MB memory   2 x 1GB  DIMM 240-pin  1600 MHz

 dxdiag:

  DirectX Version: DirectX 11

  Device
  Name: Standard VGA Graphics Adapter
  Manufacturer: (Standard Display Type)
  Chip Type: ATI ATOMBIOS
  DAC Type: 8-bit
  Approx. Total Memory: n/a
  Current Display Mode: 1280 x 1024 (32 bit) (1Hz)
  Monitor: Generic PnP Monitor

  Drivers
  Main Driver: vga
  Version: 6.1.7600.16385
  Date: 7/13/2009 6:38:-47 PM
  WHQL Logo'd: Yes
  DDI Version: unknown
  Driver Model: unknown

  DirectDraw Acceleration: Not Available
  Direct 3D Acceleration: Not Available
  AGP Texture Acceleration: Not Available

  Notes
  * No problems found

I've tried re-installing the game and latest driver for Radeon HD AGP cards--no luck.

Control Panel > Hardware and sound > Device manager > Display Adapters >
Standard VGA Graphics Adapter > right click > Properties > Driver tab > update driver > Browse my computer for driver software  locate and install driver manually > folder on desktop with latest AMD AGP driver >
Windows has determined the driver software for your device is up to date

and won't install the AMD AGP driver.

I read a post that said:

It's made by DIAMOND not AMD, it isn't compatible with Windows 7, and it's
been discontinued.

If true, can you recommend an AGP card with a driver that works for Win 7 64
bit?

If you google "Grand Theft Auto VC cannot find enough available video memory" you'll see that people with nvidia cards also get this message. Is this a Catalyst issue then? I think not. I suggest you follow the results of that google search and you may find answers/solutions.

I had the wrong HIS driver download link!  To install the GPU on Windows 7 64 bit:

  Remove Catalyst drivers
  http://support.amd.com/en-us/kb-articles/Pages/GPU57RemoveOldGraphicsDrivers.aspx#Win7

  Go to this site:
  http://www.hisdigital.com/un/download.shtml

  Go to:

  AGP Edition > HIS HD 4670 IceQ Native HDMI 1GB (128bit) DDR3 AGP >
HIS HD 4670 IceQ Native HDMI 1GB (128bit) DDR3 AGP

There are 7 drivers.  I used:

  10-7_agp-hotfix_vista_64_dd_ccc
Platform: Windows 7 / Windows Vista 64-bit Edition

  Note:
Before installing the new display driver, it is recommended that you set your
display driver to use the Standard VGA driver provided by Windows.
If you face trouble during drive download, such as download incomplete, it is
advised to use 3rd party download program which supports "Resume" function.
