So I bought BF4 and it notified me that I needed to update to the 13.9 driver from the 13.1 driver. It so happens when I updated the catalyst control center was saying I was still using 13.1. I have restarted my PC to see if it would change but this did not happen. I am unsure whether I am to uninstall the catalyst center to be up to date with the drivers so that I am able to play BF4 without lag and stuttering that makes the game unplayable. My graphics card is an ATI Radeon HD 4800 Series. 

Any help is appreciated!

It's just the same missing entry in the inf file 13.12 had before people started meowing. As I don't think AMD will rush reuploading a fixed version of a legacy driver, you're better off adding the entry manually. You can find out how in all the 13.12 threads, especially in the locked one. The same thing applies to 13.9 legacy as well, only you add 13.9. You may as well stop playing crapware that wants to look smarter than you and telling you what driver to use.
