Every game in my Steam library have objects within the environment that are "streaking." For example: an asteroid in space becomes a violent moving gray blob twice it's normal size, a tree in Skyrim stretches across the screen, etc. I have screenshots but I don't know how to upload them.

That's the sign of overheating or faulty VRAM. First clean your card and apply new thermal paste and if it doesn't help, get a new one.

I don't really know what that means. My computer is a HP envy 14 laptop with ATI Mobility Radeon HD 5650 with switchable graphics.
