i have win8.1 ,ati readon4650 1gb ,and 24inch samsung led, i have catalyst verson 13.4

after connecting HDMI ,i am getting black border. I have searched that scaling to 0 fixed problem for many .. but i still gets border even after scaling to 0 

kindly help me its really frustrating.

The Radeon 46xx series products are not supported under Windows 8.1
